The Executive Team met today: Karen Poe, Melba Riel, Cheryl Bartholomew, and Anita Raddatz.

It was Nominated by Anita Raddatz and voted on unanimously that Emily Walk, 4-H leader, will be the President-Elect.

It was voted on unanimously that the 4-H general Project Financial Assistance statement be accepted as follows.
Sanpete County 4-H financial assistance for region, state, and national 4-H events will be distributed to 4-H members who have been active in non-animal prljects or other non-animal 4-H activities as follows:
4-H members with an activity level of 50% during the previous 12 months qualify for 4-H financial assistance of up to 50% of the member's cost for on 4-H region, state, or national event.
4-H members with an activity level over 75% during the previous 12 month period qualify for 4-H financial assistance of up to 50% of the member's cost for two 4-H region, state, or national event.
4-H Bucks (if any) will be applied to the 4-H financial assistance first.
If a member has met the criteria above, and it is deemed necessary by the Sanpete County 4-H staff, 100% financial assistance may be granted by the council without the 4-H staff disclosing the member's identity.

Nominations: Should advertise for President Elect on the radio and re-advertise in the paper. Was not advertised in newspaper correctly the first time. New officers begin in October.

YLT/Ambassadors: (Cheryl/Elizabeth)

TRY teams- Will train all YLT in Sept. meeting. Will have Healthy Lifestyles and Science. Will also try to get professional to teach water resources and help with National Science Experiment in October. October start teaching TRY workshops. Space TRY training will be done by state in the fall.

(Passed unanimously with motion 1-Karen and Motion 2- Cheryl) Karen Poe is the president for next year.

Horse Council wants us to provide food services for 4 horse shows. Discussed concerns and dates and decided that we could possible do the July 6^th date but were unavailable to do the other ones. We will offer to do July 6^th but if they have someone that wants to do all four then they can let them do it. The July 6^th horse show would be in Mt. Pleasant.

This committee serves more than one time a year and it looks at demographics, data, and project areas. It is made up of adults: 1 from a non-profit organization, 1 from a business, 1 from a youth organization, people fro different ethnic groups, home school rep., and special needs rep. We serve as answers to their questions. We can’t influence their decisions and what they decide we have to do.

Debbie needs to help us fix the JYC budget. Totals were misunderstood.

a. Nominations/elections committee: Elections are supposed to be held in August. Melba is willing to be president if no one expresses interest by then. Corinne Olsen is running for secretary again. Melba will ask Karen Poe about the possibility of her being the president elect.

b. YLT/Ambassadors: (Cheryl/Elizabeth)

Autumn Assisted Living contacted Cheryl and would like 4-H members to come and show some of the things

they are going to put in the fair. Could maybe even have the kids do the talents or demos they did for the

contests. The dates available are August 10^th and August 12^th from 11-noon and 6-7pm each day.

c. Expansion & Review-Anita reported that deadline has passed so she will prepare the report.

from 1-7pm and Saturdays from 9-noon. Leaders need to schedule ½ hour appointments with Cheryl.

c. State contests: We plan to do the Talent Show and Demonstration contest in April. Cheryl will talk to Joanne Christensen about doing the Talent Show again (possibly first Sat. in April). Demonstration contest will be on April 18th at 2pm. We talked about not giving 1st, 2nd, and 3rd place awards. We would give Awards of Excellence to everyone for having the courage to participate. They would receive a comment paper with a checklist and other comments on it to help them to know how to improve their performance. However, we want it to give constructive criticism but concentrate on the positive values. Anita will prepare preparation sheets for each contest to help people get ready for the contests so they come prepared.

Possible items on contract: Don’t show up for Region Sept. meeting, you will be replaced. Each ambassador needs to have at least 35 points on the county or region ambassador scorecard done and attend at least 50% of the YLT meetings between May and Nov. to remain an ambassador. Note: Steven is taking Megan Clark’s place this year because she is too busy and resigned. The ambassadors need to be aware of what is expected of them and what will happen if they do not fulfill their responsibilities.
d. Reviewed region ambassador application and decided that we would use the same application for choosing the county ambassadors. There will be 4 region and 4 county ambassadors each year.

For December 19, 2008

1. Financial report-Anita showed us that corrections had been made that were suggested at the Dec. 4-H Council meeting. Debbie Lambson will put it on the website without the numbers. If people want to see the actual budget, they can request to and come in the office to see a copy of it.

2. Executive Team meeting minutes: discuss in council meeting any items discussed in Executive Team meeting that are of importance to the council.

3. Website update: Still working on new website address. Trying to figure out how to archive items like the enews and minutes.

4. Update of State 4-H contests- Food contests still showing an error. Anita will discuss the changes in Jan. 4-H Council meeting if they are up on the 4-H website.

5. Workshops:
a. 4-H New Year Kick-Off (Jan. 10th) - $30 unanimously approved for Melba to purchase needles. (Motion 1-Corinne, Motion 2-Melba) The participants will keep the needles to continue to work on their projects. Corinne will send an email to YLT and ambassadors to help Melba with her workshop.

b. Junior Master Gardeners (Feb. 14th) – Darrel Olsen family

6. 4-H supplies inventory- Anita still working on it. Corinne will suggest to Destiny and Megan that they may want to help with it for their service project.

7. 4-H volunteers- Need to discuss how to get volunteers. Suggested sending postcards to last years members to encourage them to get signed up. Anita will do this. Maybe put letter on website to encourage people to come to 4-H council meeting. Anita will look at putting an article in the newspapers.

8. Scholarship application- March 2nd is the date for this years application since March 1st is a Sunday.

9. Expansion and Review Meeting- Letter approved and will go out Monday.

10. Noticed that #11 on Dec. 13th 4-H Council meeting minutes needs to be deleted from the minutes. Will propose change at Jan. 10th 4-H council meeting.

11. New business to be discussed on Jan. 10th agenda:
a. How to get the request for Nominations & Elections Team names on the website.
b. YLT Scorecard & county ambassador scorecards
c. Review region ambassador application
d. Contract for county and region ambassadors to sign. (3 strikes you’re out policy) The county ambassadors will be ranked by the selection team for the order they will be chosen to fill vacancies; i.e., draw from hat, put in alpha order by first name, rank by qualifications, etc. We will have 4 county and 4 region ambassadors from our county.

Present: Melba Riel, President; Debbie Lambson, Treasurer; Anita Raddatz, 4-H Extension Agent
Purpose: Set the agenda for the Dec. 10 2008 Council meeting.
For the December 10, 2008, Council meeting, 5 business items were set at the November 8 Council meeting (a-e) and 2 items (f,g) were added at this meeting to meet the requirements of the bylaws:
a. State 4-H Contests update
b. January and February workshops
c. 4-H Supplies Inventory
d. Need for fundraising
e. Increase volunteer base
f. Review scholarship application form
g. Expansion and Review meeting
Discussion on the business items:
a) Anita will give update on changes to the Utah State 4-H Contests.
b) Melba will give update on January workshops and Corinne will give update on February workshops.
c) Anita will provide a list of 4-H supplies that are usable for 4-H Council workshops/meetings.
d) Discussion will continue about fundraising by the Council.
e) Changed “increase” to “mentor” because we had a dramatic increase in the number of volunteers; we want to help them understand how 4-H works, so the word “mentor” seems much more appropriate.
f) March 1 is the deadline for applications for the Council’s Scholarship funds from the endowment; need to get application online; changes were made to the application by the Executive Team; changes will be presented to the Council meeting Dec 10 for additional modifications and approval.
g) Expansion and Review meeting is required by the bylaws in January 2009. There are 3 during the 4-H year. On Tuesday, January 13, 2009, 1:00 pm at the Extension office, the first Expansion & Review meeting will occur; invitations will be sent by Dec 10 to county organizations, schools, and Snow College, as well as Claudia Jarret, County Commissioner, and Dr. Dwight Inouye, who attended Achievement Night 2008, to be a part of the meeting. All of the invitees are outside of 4-H. Youth served by these organizations are also invited. The second Expansion & Review will be held in May and all families enrolled in 4-H will be invited; to be held on Saturday, May 9, 12:00 noon. The third Expansion & Review meeting will occur in September; date & attendees will be determined from the outcomes of the first two meetings. The letter of invitation for January’s meeting was written and will be sent out by the Extension office.
